Does the car have to run?
No. The car does not need to start, move under its own power, be registered, or be inspected. Cars that have not moved in years are ordinary work for us — a car that stopped running is the single most common reason people call.
Do I need the title to sell a junk car in New York?
In most cases yes — New York's transfer rules are built around the titled owner, and a bill of sale on its own is not accepted proof of ownership. If the title is lost you can replace it, and there are specific routes for an inherited car or a lien.
